- Determining if a provider is eligible for Tier 1 reimbursement rates by household size and income;
- Determining eligibility for Tier 1 reimbursement rates for a child in a Tier 2 home (provider's home is Tier 2); and
- Determining eligibility for a provider's own children for providers who are geographically eligible for Tier 1 rates:
